The latter. We had good relations with merchants and actually increased their sales in direct proximity. The merchants closer to Wall St. were impacted by the overzealous use of police barricades that hindered their business. They should have complained to the Mayor about that. We actually created a merchants alliance in our immediate area where we would buy meals in bulk with donations so that people could have hot food in the park at least once a day. We were not allowed to have any cooking happening on site.

"Neither have the applicants shown a right to a temporary restraining order that would restrict the city's enforcement of law so as to promote public health and safety."
