I think placing Faraday cage around the sun would be a good start! The damn sun is threatening our very existence!
I think if the Iranians or N Koreans (or whichever evil specter we decide to raise today to increase fear and ok runaway spending on anything but what is directly beneficial to the masses) could muster a single nuclear device that would trigger a nationwide EMP we'd have a lot more to worry about than a loss of electricity. More likely they would need something on the scale of the Soviet Union's nuclear arsenal in the cold war to pose a nationwide EMP threat. Consider how many above, and below ground, nuclear tests we ran on our own soil without obliterating our electrical grid. This just smacks at more fear mongering to line the pockets of Haliburton and Bechtel and distract us from what really needs to be done to create a better and more secure future (pollution, job creation, education). I think securing our ports against potential threats would be a far more cost effective counter to the threat of potential nuclear terrorism than some absurd boondongle that feels like an extension of the cold war "red threat."
